It is worse than that, the USA is not a democracy, it is a republic
with a presidential system of government, with a veto over the lower
offices, and with the president being the chief of the armed forces.
Also the president controls a number of secret organisations which do
dirty tricks all over the world and even against their own citizens
(Kennedy, Johnson, Nixon "tricky Dick", etc).
