He already said that he doesnt qualify for the NEISS scheme which is
indeed designed with that in mind.

Even the NEISS scheme is less than clear yet how well its going to work.
They are actually guaranteed the dole for 12 months or something after
they get their assistance. And its far from clear how many of those will
actually bugger up the business prospects for other businesses which are
already operating, putting some of them or some of the employees of them
on the dole.

It does seem clear that there are indeed some situations where a particular
community does have a need for say a well organised business which comes
around and cleans the house etc. It may be that some of the unemployed
just dont have the initiative to get that started, with assistance they
may be able to keep it going once the assistance stops. In that case
clearly it may well be a viable scheme coz you stop paying those people
the dole earlier than you otherwise would do without the scheme.

Remains to be seen tho how often what happens is that a viable business
say mowing lawns or cleaning pools is buggered up by a new one setup
under the NEISS scheme with lower costs and the dole support initially
can just say charge lower prices, bugger up the business of current
businesses and just not achieve too much over the longer haul at all.
