That's not who's launching the RPG.  RPG's and similar individual
(as opposed to crew served, like machine guns or tanks) weapons
are fairly cheap.  One small bang on an LPG tanker could translate into a
very large bang.

True.  But a single operative inserted into a chemical plant could produce
a similar result intentionally.  Fortunately, I don't live near any
