Probably 40 years ago I read a science fiction short story that was
written as a British intelligence report.  The subject was the nearly
simultaneous nuclear destruction of 24 of American's 25 largest cities,
plus one detonation in the desert of the SW U.S.

The conclusion drawn was that the warheads had been shipped in to U.S. gulf
ports aboard fishing vessels, loaded into refrigerated delivery trucks and
shipped to their final destinations for delivery at a specified date and
time.  The one odd detonation in the desert was because the truck had
broken down enroute and wasn't where it was supposed to be.
