For diagnosis purposes you should change your mind.
Unplug everything and start with one thing at a time, booting and
checking that the host adapter correct reports it. Then keep
adding and correcting your ID errors.
IIRC, the boot device (drive C) should be the lowest numbered ID on
the first HBA.
good luck (and maybe i need some too 'cause Kris sez my 2x18G IBM's
will die any day now. At least it hasn't happened in 2+ years)
