For something like this, I would tend to rule out the router and test for
WOL locally within the same LAN first. Then you will know if the
software/hardware cooperates. Then.. when that works, introduce the router
into the equation.

You would definitely need to make sure you have assigned a port number for
this in your router AND match that in the WOL tool software.
