Once you get beyond 9600, you're pretty much at the mercy of line quality and 
generally your phone system. While more expensive modems can connect at 33.6 
or lower and remain relatively stable, this isn't 100% all the time, they too 
can fall to a lower rate and go higher as the line conditions vary as for the 
Supra 33.6, it pretty darn good for the price. What your getting is pretty 
much it, any more "tweeking" many produce better connect speeds but what your 
phone line represents maybe already whats best for you. You can still tweek 
or play around with the init string for best results whenever you like
