I have a hard time believing you here.  I would believe you if the string was 
ATX4DT, or even ATX4D, but certainly _not_ ATDTX4
Why?  Simple.  The "D" command means "dial", the "T" modifier means "Tone", 
and essentially the only other thing acceptable after that is a dial string.  
If you want to send the X4 command, you _don't_ include it where the modem is 
expecting a dial string.
And there is _no_ reason why the X4 cannot be included in the init, _if_ you 
preceed the init with AT and follow it with |.  That's what Bink expects, and 
if Bink doesn't get what it expects, if won't do what you want.
