Ok, here's my input.

There was once a program called CUSEEME2 unfortunately it used it's own 
format and is nor compatible with any of the current standards.

There was also a program that worked with a parrallel port attached 
Connectix golfball type camera, which was used during OS/2's 10 years 
celebrations but this required a server that is no longer running, to 
exchange the data between the various participants.

There are capture programs that can capture shots from webcams and then 
add them to a website. This is more a "security camera" one shot say 
every 5 or 10 seconds - something like this ran during Warpstock Europe.

As for a "voice Phone" type of webcam application I have been unable to 
find any currently.

At the moment, I think the best hope we have is to run a Windoze or 
Linsux application in SVista/2 once we have USB passthrough support.
