That price is not the norm, quite the opposite, he should simply go
elsewhere for his insurance. There are milage and use limits that will
probably apply, but they are also MUCH less restrictive than you were
told.
I've had antique vehicles, and my cousin is in the surplus and excess
insurance coverage business, ie. he's a wholesale insurance broker or
where commercial accounts get insurance, and he also agrees.
