subject: New busy signal trouble

I am having a problem with the new type of busy signal the phone
company here is now using.
Previously, when I connected to a busy line, the signal was just an
intermittent busy signal tone, and the modem would hang up immediately to
redial. Now there is a voice message superimposed over the intermittent
busy tone. It now takes my modem about 20 seconds to figure out that the
line is busy, before hanging up.
Can anyone tell me if it is possible to set either the initialization
string or Telix settings, so that the modem will recognize immediately that
the line is busy, under this new type of busy signal, and hang up.
If you know how, please inform me.
I am using Telix, and a HAYES compatible modem.
Your assistance would be appreciated.
