I've already called them on that -- it turns out they are looking for a
library to "already exist" within the operating system -- which
it did in v2.x of os/2...now, with warp, it suddenly does not exist.  They
suggested finding an older copy of the library and copying it over...they
also said that if one were to call IBM and talk nicely they might send you
a copy of it (if you don't have an older one).
 
Personally, I've not tried either of these approaches (needless to say thus
far I've only done 32-bit apps).
 
If you find the file at an FTP site, please let me know as it will save me
some time later.
