It depends entirely on how many votes, as a percentage of the total, a party must garner before it is eligible for a seat. Set high enough small parties don't have much chance of ever getting a seat. Depends on how you want to work the proportional system. I believe the Iron Law thing was Michel's, not Levi-Straus's. Michel was something of a nut anyway.
