Finally got it to work:

set PERLLIB_PREFIX=L:/perl/lib;g:/Perl/lib 

but I also copied 

G:/Perl/lib/5.8.0/os2/*

to 

g:/Perl/lib 


I think the / was the dealmaker on the second part of the expression.
