Hi Mark,
       I live in an apartment too.  I put a mag mount on a cookie
sheet on the flat roof next to the cooler.  The cooler has been serviced
several times by maintaince crews.  Nobody has bothered it or
complained.
Aside from repositioning it after particularily bad wind storms it
works just fine.  The cookie sheet gives it enough of a ground plane
to work well even way out here in South Phoenix.  I can hear
downtown car to car freqs with ease.  (20 miles away)
I use a Pro-43 with a charger/power supply.
