Technical;
1. *Belonging to or vpertaining to an Art or Arts, 

2. *Pecuilar to a charactaristic of a particular art, science,
profession, trade, etc.

3. *Using Technical Terms or treating a subject technically 

That covers a LOT of Ground and incidently I don't see the Technical
advantages of the Death Penality as really off subject.

But I perfer of course more enlightening subjects like the Discussion
of Tritium!!!
