    Yes... my node 1 on my BBS is a 33.6..and people usualy with faster than 
33.6 connect at 33.6...but sometimes like you say... people do connect at 31 
or 28.8 when they have a 33.6... I'm not sure why it does this.. But it 
happens. I think it depends on the company of the modem.. and/or the sysop of 
the BBS, if they don't have the maximum coonection over 33.6 (eg. 38.4) then 
they will connect smaller.
