Both are responsible. The Boss shouldn't be offering access to more than a
very few Z1 echos to users who cannot use English, the official language of
Fidonet, nor ASCII in places FTSC standards call for it as non-optional. He
should not be connecting ANY Points not able to stick to ASCII (which is 7
it
only) in technically required elements of messages.

That's simply not true, unless you mean selectively only, while intentionally
violating others. Z2C's refusal to follow a number of nodelist and message
standards is one of the key reasons there have been so many problems
maintaining
a Fido IC. The majority of nodelisted Z2 nodes have defective listings under
most recent approved international Fido standards.
