Don:

The way I read your posting, you have 1 drive reporting itself to
the bios 15x.    As others have said, your termination or ID's. 
You need to fix that before you move on to your other problem.

You said you have multiple scsi HD's, cables, adapters.  I don't
know if you have them all attached or not.  If they are all
attached I am suggesting you start pulling the plugs on some of
them so you can simplify your troubleshooting.  You need to get the
bios to a state where it reports one drive (82h) [or are there
really 15 drives there?].  And what is 80h & 81h?  You didn't say
in your original post.

Start at the bottom and climb the ladder one rung at a time.
