David and others, in your autoexec.dos or bat for those non win95
guys, add the following 
if exist c:\temp\~*.* del c:\temp\~*.*
if exist c:\temp\*.~* del c:\temp\*.~*
if exist c:\temp\*.?mp del c:\temp\*.?mp
If instead you NEVER put anything in your temp dir THEN you could put
if exist c:\temp\*.* del c:\temp\*.*
but i use my temp dir for things that are semi temporary
