Hi Bill.  I likewise disagree whole- heartedly with the umbrella
approach to disabilities because all data indicates that it is a
proven failure everywhere it has been tried.  It is simply one
more attempt by bureaucrats and co-elisionists whose only agenda is
to preserve their jobs at our expense and use scare tactics in
order to get everyone into their fold by using that hackneyed old
argument that we all have to get together because times are hard
and services are being cut so we all have to present a united front
if we are going to keep any form of viable rehabilitation alive. 
Everyone knows what happens with a "One Size Fits All," approach. 
The blind are hopelessly outnumbered and left out while the larger
disability groups get everything; and now with A.D.A.'s broadening
of who is disabled, it would be an even bigger concern.  No 2
disabilities are alike nor do we all have the same needs, and it
has been clearly shown that they can't be addressed in this manner.
However, Jamal does have his constitutional right to his opinion
and as long as he goes through channels and presents his opinion
responsibly then there should be no problem although i can tell you
that there will never be a majority of federationists who support
the pan approach as you call it because it just plain doesn't work!
And if it is so good, why is it that the N.F.B. while being the
largest consumer organization of blind people in the world but
representing one of the smallest populations of the disabled has
done so much more in the legislative arena than all other
disability groups of any type combined?
