The other factors would be not being able to 'make bail' and
facing years in jails far less equipped for long term
habitation than prisons are and the expense of 'mounting a
defense'. The offer of a 'deal' from the prosecutor's office
and the whole thing ends plus you get to live in a building
designed for long term incarceration might tempt those not
accustom to luxury accomodations to begin with? After six
months in jail you have no job, no place to live, possibly no
car, and probably no friends. Nothing much left to 'go home' to?

You're kidding but it wouldn't surprise me at all if Bush
announced a plan to do that very thing tomorrow.
