I don't know about the 40% figure, but in a lot of cases you'll have an
engine which seems to be running more or less ok, but the engine check
light is on. Faced with a $1000 bill to repair an old car how many people
will just ignore or disconnect the lamp? Come to think of it, how many
back-street auto mechanics will "fix" an old car by bodging a
sensor input?
