Sadly true, yes. 

I find this in all areas of manufacture, not just software.
Every company I have ever worked for but one. That one company
was prototyping new mechanisms and tooling. It was their _job_
to try to find the proper starting point rather than dupe
existing non-working mechanisms. 

Life (and work) do not stand up well to inspection under a
magnifying glass.
