Not even that. As Phil said, just a records keeping function.
It's a few(!) years since I was last involved with SWIFT, but at that stage
the process was that the transaction information was written into a
standard data packet format and sent directly to the other party (bank),
often by dialup phone.
I once spent 6 weeks porting the SWIFT transmission and reception programs
of a multinational bank from RPG II (System/34) to RPG III (System/38).
They weren't big programs, but they were exceedingly badly written. In the
process I learned more than I really wanted to know about how SWIFT worked,
fortunately I have forgotten almost all of it now. I do remember how
surprised I was to find such huge amounts of money being transferred around
the world with no security or checking as to correct reception etc.
