The speed you connect at is determined by the line conditions.  Your
modem may be capable of 33.6, but if the line doesn't permit that
speed, then you won't connect at that speed.  Also, with the
Winmodem, you have to make sure you have the latest software that
runs it.  The latest download is always available on the USR BBS.
