Chances are, it isn't the phone lines in your house, but the phone lines &
hardware at the central office. A 56K modem = a 33.6K modem if you're
calling someplace that doesn't have a digital connection (i.e. most boards).

Twisted pair (3 pairs, I think) is standard still. If you want to be fancy,
replace it with Cat 5 cable, but odds are it won't fix the problem, because
the problem probably isn't in your house. If Cat 5 doesn't work out, you
could always rip out the phones and replace them with a 100mbps Ethernet. :)
Cost to rewire would depend on how many feet of wire and how the wire runs
are, but you could probably do it yourself pretty cheap, most of the cost
will be labor.
