Indeed. However this would the total death of privacy.

Govs & db'es are w/o doubt the greatest threat to civil liberties extant.

People will steadily wake up to this & to the fact that a gov merely
has to make lots of "private" db'es "allow government access
in order to aid in the prevention of crime" & voila all your bank
& shpping details can be analyzed in great detail.
