You are taking what some far-right columnist writing for a far-right publication claims as fact to be fact. It is not. The article is full of misinformation and what can only be called lies. Or the columnist is really as dumb as his article seems to suggest. The UN or any of its bodies are not in control of anything in any state of this country. This is more black helicopter junk. UNESCO has no enforcement powers and the Convention on Biological Diversity assumes no regulatory powers whatsoever. On the contrary it expressly states that sovereign nations have absolute control over how or whether any of the recommendations made by UNESCO are implemented, while expressly urging that private property rights be observed. The whole point of the Convention is its stress on contractual rights as agreed upon between each nation's governmental bodies and private interests. That is far from what environmentalist wanted. They supported the treaty only because it seemed better than nothing. They had hoped that a treaty would be agreed upon that would take environmental regulation out of the hands of individual governments and give it to an international body that would be free of the local politicking so often dominated by private interests and their money. The character who wrote the article would like his readers to believe the environmentalist achieved their goal. They did not. Of course the whole article can be read as simply another attack on Clinton, which in fact is mostly what it is. That kind of thing may go over well with far-right types, but impresses everyone else as pathetic.
