Most cities have a department of something-or-other, "health" or 
"domestic waste" or "parks and gardens" that can advise. Phone 
your local city council, anyone, and ask. 
Failing that, your local reference librarian keeps files on this 
sort of thing, because people keep going to the library and 
asking!
