Perhaps if you had a close look at what Megastat does you'd understand.
There's an option to create a quoting blacklist and everyone in the echo
will be added to the list even if they don't quote at all. FWIW, I only
posted it as someone requested a stats program. The post was an example of
what it did. I don't think there'd be too many people who would get upset 
when you quote only 13.9%.
