Similar worked for me after an all-night soak in distilled water.  I
started with a pretty wet paper towel, ended up with a dry one.  The
paper towels kept absorbing more ink out of there the more I wiped, so I
finally just stopped. I didn't clean the heads anymore by printer
self-clean, just put it back in there and it started printing OK.

The HP cartridge design seems a bit flawed - - they seem to slowly leak
ink out of the bottom where the jets are, over extended periods of time.
- - at least the black ink heads do that for me.

FWIW, the cartridge at hand isn't a HP brand - - it is from NuKote. - -
part new, part recycled.
