Residence is not the same as citizenship.

Just because a lawyer resides in the US does not mean
he/she is a citizen. A citizen means a person who legally
belongs to a country, while a resident is a person who is
legally living in a particular locality.

I knew a fellow from Pakistan who was a lawyer in Miami.
He never bothered becoming a citizen in the US, even though
he brother was a US citizen. Unfortunately, the people he
represented were not the finest characters in the world, and
he died at a relatively young age. But that is Miami vice,
something far better suited for Don Johnson & Co.
