I think he was just referring to the camps being located outside of Germany
and thus outside the jurisdiction of the German courts (and outside the
interest of most of the German populace).  Note that most of the victims
were shipped out of or through Germany to get to the death camps, and the
activities in those camps were pretty well hidden from the German
population at large.  While the majority of the Germans knew that parts of
the population (read: Jews) had been taken prisoner, I doubt that most of
them were aware of the fate those people suffered.
