Yes, thats basically how it work. Pity you didnt actually know that
Carl specifically was actually benefiting financially himself and
he says that he is not. So he wasnt personally doing anything illegal.
He got scammed rather than being the spiv and con man. Unlike you.

Thats NOT the criterion that makes the illegal pyramid marketing
schemes illegal. They are illegal if even if they do return some money
to the people involved in the pyramid. And pyramid schemes normally do,
particularly to the people who get in early. They are illegal anyway.
