MIS has been restarted... heck the computer has been rebooted twice.  I think
it may be the Mac OSX version.

Also anyone out there with Mac OSX familiarity do you know how to set the
path and what environment variables need to be set so MUTIL can be run from
any directory and it finds it's necessary .ini files?  I've had to put
/mystic/ infront of MUTIL in the events and the .ini to make it work.
