While this used to work in previous Windows versions but no longer does:
rem > fdfreeze.all

This works for me:
echo > fdfreeze.all

This creates a 13-byte file (containing the text "ECHO is on")
called fdfreeze.all in the current directory.  I'm using Windows XP
Professional with SP1 and all current critical updates.
