HAve you heard of the United States Constitution?  No one, Congress included, 
can pass a LAW that is more restrictive than the Constitution, and if you 
read the 1st Amendment, you'll see something called 'freedom of the press'.  
The Communications Act of 1934 can NOT restrict 'the press'.
... Is it just me, or is 9600 bps not as fast as it used to be?
