I am using a Netcomm M7F series III, and that is why I 
connect with MNP4 as opposed to V42bis.  Unfortunately the 
series III modems from Netcomm implement V42bis in a 
non-standard manner (read brain dead).  The series III 
implement V42bis on top of MNP4, and as a consequence are 
unable to negotiate a V42bis connection with non-Netcomm 
modems.
