short answer: ignorance, fear, and bureaucratic mindset. when faced with
something they don't understand, they'll always say no because it's easier
and,  in their job situation, safer. once they've said 'no', they aren't
going to change  their decision, as you found out. 
you'll have to find a different venue, or a way to make it look like
something else and use a 'straw man' to present it. or hit new libraries
where they don't know you. :-(

I've been thinking in terms of internet cafes, the computer section of the
sunday classifieds, and other such stuff lately. haven't come up with any
really brilliant ones lately.
