in my opinion I say he was given the name because he was gonna be
the king borg, guy, like in FC, the Borg Queen wanted him to be
as her side.  He had to be the "speaker" of the BORG, hence the name
Locutus came from (Latin) Like Data was gonna be. :)  So, of course, he's
gonna have more importance than Drone # 9.837 billion of
99.9 billion.  ;)
