Since replying to your message in the BCAST_RADIO echo I have been reading up 
some information in "The Marconi Book of Wireless" published in 1936. It 
seems that early police radio in the UK used 150 metres (2MHz). It was in 
Morse because it was less likely to be received by the general public and 
because of its superior reliability compared with telephony.
