I had the same kind of problem and wasn't yet able to fully solve it.
Here's what I found out:
1) start a command prompt
2) enter CHCP 437 (*)
3) start TSE32
now... you can again see boxes... when you're in full screen mode :-(.
The NT help states that you can also switch code pages when you're
command prompt runs windowed, but only if you use true type fonts.
Well, this did work for me with Lucida Console... but only when using
12x20. All the other resolution just didn't cooperate :-(.
I will do some more research work, but I can't tell you more right now,
because I'm using Win95 at my PC at home which is a completely different
story.
