The actual word is "motivate" but the city fathers decided it would be 
cool or something to spell it out phonetically.  Oshawa is known as 
"Motor City" because some General Motors automobile plants are
there.  Thus, 
they use part of the word "motor" and they came up with
"moto-vate". 

It's a cheesy and very stupid slogan and I'm glad it's gone.  I should 
be gone too but I haven't found an apartment in Toronto yet.
