If an EXE does not have longnames set,  it will only be able to open/see
"8.3" names.

It has no effect on DLL's,  since they inherit this property from the
process that loaded them.

This is the way it was for OS/2 1.x;  I believe OS/2 2.x always assumes
longnames,  so this keyword may be just ignored for comparability reasons.
