On better computers (PS/2's and some compaq's),  OS/2 uses advanced
motherboard features to prevent this (a hardware timer unblocks it once and
a while).

For most of us,  it hangs the OS.   This was a design decision for
performance reasons.  If you have a system that must not hang, put
"protectonly=yes" in config.sys.
