Problem is, they _are_ "out of work military".  We began
reducing the armed forces before Clinton got into office,
and that was understandable -- we no longer needed as
large a military as we had at the time.  But Clinton
(with the cooperation of both major parties in Congress)
has gutted the services to the point that we no longer
have enough people in uniform to ensure our nation's
security on more than one front.  In fact, I'm not certain
we could field another force equal to the one that fought
Desert Storm!
But back to your point: yes, we need to beef up security
along our southern border.  This job belongs to the Border
Patrol, Customs and the Coast Guard, and I'm certain all
three services could find plenty of work for ex-military
personnel -- but I would imagine they are suffering from
the same budget cuts as the Pentagon, and won't be able
to add a lot of people until a more conservative President
takes office.
