You don't need VIO for that (though you can use VioWrtTTY).  All you
need is something like:

  FILE *fp;
  INT   c;

  if((fp = fopen("somefile.ans","r")) != NULL) {
    while((c = fgetc(fp)) != EOF)
      fputc(c,stdout);
    fclose(fp);
    fflush(stdout);
  }

If you elect to use VioWrtTTY, write more than one character at a time
for efficiency.
