I live in an apartment myself, and I put a mag mount scanner antenna from 
Radio Shack (of course) just outside my window.  I get much better signal 
reception with it than anything I tried inside the building.  Until the 
managment complains, it's staying out there.
Sometimes it's better to apologize later than ask permission now.
