No drought in South Africa, but in Southern Africa, there is Zimbawe, which 
does not have a real "drought" either, but the ruking government
has totally 
destroyed what was a productive commercial farming setup, producing most of 
that countries required food supply, to the extent that they now are only 
capable of producing the amount of food they would have needed to import, 
previously, and now need to import the 96% they where previously capable of 
producing themselves. African politics, stink.

Well if a political elite want to get farms without paying for them, and are 
without the ability to run them, what does one expect.
